Denise Garcia Van Wyngaardt
Chief Executive Officer

As CEO, Denise is principally engaged in outreach activities with customers, partners, and industry professionals to help ensure the relevance, currency, and excellence of Indigo IT’s solutions and services. She emphasizes a value-based culture characterized by a strong ethical standards and a commitment to the company’s core values of Responsibility, Initiative, Service, and Excellence (RISE).

Denise’s previous work experience includes time as a policy analyst and research associate with the National League of Cities and the Institute for Youth, Education, & Families, where she worked closely with city mayors and other local government leadership from across the country to develop policy positions and help manage large grants from prominent national foundations. Denise graduated from St. Mary’s University in San Antonio, Texas, with a Bachelor’s degree in Political Science. She was also a Public Policy and International Affairs (PPIA) Fellow and received her Master’s degree in Public Policy from Georgetown University in Washington, DC.

Chief Growth Officer and Founder

Shane Van Wyngaardt is the Chief Growth Officer and Co-Founder of Indigo IT. Shane has over 25 years of international consulting, management, and sales experience. As the Chief Growth Officer, his mission is to ensure the achievement of growth objectives through the expansion and delivery of innovative, transformative IT solutions and services to new and existing customers.

Prior to co-founding Indigo IT in 2001, Shane served as a technology consultant to the financial and retail sectors of Europe, the Middle East, and Africa (EMEA) working for Citibank, Cap Gemini, and Dimension Data. He is also a military veteran of the South African Defense Force Intelligence Corps. Shane's delivery of strategic, tactical, and operational leadership in the execution of corporate growth strategy includes establishing strategic alliances, building market awareness, and ensuring relevant and deliberate positioning to guarantee Indigo IT remains critical to the mission of its customers.

Norm Frazier

Chief Technology Officer

As Chief Technology Officer, Norm brings over 25 years of technical experience into his role at Indigo IT. He oversees all facets of the company involved with the development, delivery, and maintenance of Indigo IT’s innovative technology offerings. He has also been responsible for the procurement and maintenance of all corporate certifications, including ISO, CMMI, and CMMC.

Before coming to Indigo IT, Norm worked in the software development field, supporting the technology needs of local small businesses. He has his Bachelor’s degree in Cognitive Science from the University of Virginia. He also has a number of professional certifications from vendors like Microsoft, RedHat, and CISCO; as well as relevant professional certifying bodies like SANS and (ISC)2. Outside of work, Norm enjoys spending time with his family and traveling.

Lauren Cates

Director of Business Development

As the Director of Business Development, Lauren is responsible for building and implementing strategy to support Indigo IT’s corporate growth. Lauren brings nearly 15 years of experience to her role at Indigo IT, having successfully overseen business development, capture, and proposal activities for winning opportunities valued at ~$150M and beyond. Before joining Indigo IT, Lauren supported a Top-5 Alaska Native Corporation as a Director of Business Development, where she was accountable for realizing growth in IT, engineering, and program management disciplines. Lauren also has extensive experience serving as a Director of Proposal Operations. She holds a bachelor’s degree from the University of Florida in journalism, with a minor degree in Spanish. In her free time, Lauren enjoys practicing her Spanish language skills, cake decorating, and working on puzzles with her family.

Tim Burns

Director of Contracts and Pricing

As Director of Contracts and Pricing at Indigo IT, Tim is responsible for the company’s Contracts, Procurement, Project Control, and Pricing functions, as well as overseeing the company’s vast contract portfolio. He has worked for small businesses and large, supporting contracts in the hundreds of millions, and leading the Contracts and Procurement departments. His experience includes managing these departments during rapid company growth periods of over 40% annually.

Tim’s 13 years of experience include Research Analysis, Business Process Analysis, with a foundation in Contracts Management and Procurement, and managing services contracts in the hundreds of millions for the intelligence community, Department of Defense, and other agencies. Tim has a BBA in Management, as well as a BBA in Economics from Radford University. He is also a Certified Federal Contracts Manager (CFCM) via the National Contract Management Association. In his free time, Tim enjoys spending time outside with his family, going to the beach, and watching baseball – Go O’s!

Clint Cates

Director of Service Delivery

As Director of Service Delivery at Indigo IT, Clint is responsible for executive-level management of contract portfolio delivery. He advises Indigo’s leadership on customer service strategies and overall operational process improvement to support corporate service delivery objectives and successful outcomes.

Clint started at Indigo IT in 2013 as a Proposal Manager and has since served in various positions. He brings 12 years of experience to his role at Indigo IT, as well as a broad level of expertise across multiple disciplines, such as project management, contract transition, and recruiting.

Prior to joining Indigo IT, Clint was a Proposal Manager for Elucid Solutions, Inc. and spent almost four years as a congressional staffer. He holds a Bachelor’s degree in Social Science from Florida State University. Clint is also certified ITIL version 3 and APMP Foundations. He is an active member of ACT-IAC, and a Fellow after completing the Voyagers program in 2019.

In his free time, Clint loves spending time with his beautiful family, cooking, baking, and writing. He enjoys challenging endurance events and generally being outdoors.

Jenna Mullikin

Director of Human Resources

As Director of Human Resources, Jenna brings 8 years of experience to her role at Indigo IT. She is responsible for all of the Human Resources functions, including Human Resource management, which encompasses developing, planning, implementing, and managing effective processes in all Human Resource areas surrounding hiring and on-boarding; compensation and benefits programs; employee relations; and employee communication, retention, and compliance.

Before joining Indigo IT, Jenna worked as a Human Resource and Talent Acquisition Manager, as well as an Internal Auditor, where she was responsible for managing all HR and recruiting functions, as well as developing company-wide compliance and quality assurance programs with ISO, FedRAMP, and CUI. As a Talent Acquisition Manager, she implemented cost-effective and highly successful outreach programs with Veteran organizations and established a Veteran hiring program. Jenna has her Bachelor’s degree in Business Administration from Old Dominion University, and she earned her Society of Human Resources Management Certified Professional certification (SHRM-CP) in 2017. When she is not working, Jenna is spending time with her husband and two boys, and they are usually enjoying time outside. She also loves to cook and is a huge Disney fan.

Director of Talent Acquisition

As Indigo IT’s first Director of Talent Acquisition, Sarah successfully built and implemented the company’s recruitment organization and processes from the ground up. She is responsible for the training and management of Indigo’s recruiting team, company-wide staffing initiatives, and the long-term strategy and scalability of the Talent Acquisition department. Sarah also oversees the overall health, effectiveness, and return on investment of the company’s recruitment practices by tracking key performance indicators and metrics. Sarah and her team’s strategic partnerships with Indigo IT’s Project Managers and Corporate Leadership ensure efficient and timely execution of both immediate and anticipated hiring needs.

Before joining the Indigo team, Sarah worked extensively in staffing agency sales, service delivery, and recruitment management. The bulk of her career has been focused on IT staffing - specifically IT Infrastructure, Cyber Security and Software Development. Sarah has her Bachelor’s degree in Marketing Management from Virginia Tech. Her passions include spending time with her husband and son, doing crossword puzzles, and exploring the beautiful place she calls home - Charleston, South Carolina.
